A scandal concerning the abuse of children in care homes has led to the arrest of several members of Portugal’s social and political elite.

The allegations are that state-run care homes were a target for wealthy and influential paedophiles whose activities were covered up for decades by successive Portuguese governments.

Once the allegations became public Teresa Costa Macedo, a former Secretary of State for the Family, revealed that she knew about them whilst she was a minister in the early 1980s and that very influential people were involved. In 1982, she claimed she told General Antonio Ramalho Eanes, Portuguese President from 1976-1986, about the allegations.

Costa Macedo warned that Silvino “was just one element in a huge paedophile network that involved important people in our country... It wasn’t just him. He was a procurer of children for well-known people who range from diplomats and politicians to people linked to the media.”

"The Casa Pia child sexual abuse scandal was a case of child sexual abuses involving a number of children and employees at Casa Pia, a Portuguese state-run institution for the education and support of poor children and under-age orphans.
Portuguese Judiciary Police (Polícia Judiciária) officials estimate that more than 100 boys and girls of the 4,600 pupils enrolled in Casa Pia at the time, including some deaf and mute, may have been sexually abused throughout several decades.

 The trial is one of the longest-running in Portuguese history, lasting more than five years, with testimony from more than 800 witnesses and experts 
Portuguese Judiciary Police (Polícia Judiciária) first accused the caretaker of a Casa Pia state-run children's home in 1981 of raping dozens of children over a period of 30 years, even though some reports of abuse pre-date the 1974 Carnation Revolution.

Police accused the perpetrators of supplying children to men from Portugal and other countries, including to some prominent public figures in Portugal.

The scandal of alleged sexual abuse at the state-run Casa Pia orphanages resurfaced when several former orphanage children came forward with accusations of abuse. The accusations linked some politicians, diplomats, and media celebrities—all of whom were alleged to have conspired in a pedophilia ring that had operated for decades.

Former Casa Pia children came forward to publicly accuse several personnel of sexual abuse. The weekly magazine Visão reported that a Portuguese diplomat, Jorge Ritto, was removed from his post as consul in Stuttgart (1969–1971) after German authorities complained to Lisbon about his involvement with an under-age boy in a public park.

Accused were diplomat Jorge Ritto, Carlos Cruz (a famous Portuguese television presenter), Carlos Silvino (a.k.a. Bibi, an employee of Casa Pia and a former pupil in the institution), Ferreira Diniz (a physician from Lisbon), Hugo Marçal (a lawyer who represented Carlos Silvino in the early stages of the process) and among other individuals, a marine archaeologist.

Secretary of State for Labor and Training from 1999 to 2001, Paulo Pedroso, who was responsible for the Casa Pia homes, which care for some 4,600 children at 10 centers around Portugal, was suspected of 15 cases of sexual violence against minors, which allegedly took place between 1999 and 2000. His case was also subsequently dropped.

The Socialist Party leader at the time, Eduardo Ferro Rodrigues, who was a close personal friend of Paulo Pedroso, offered to undergo police questioning after "he had learned of plans to implicate him in the [Casa Pia] scandal". The weekly paper Expresso published a report on 25 May 2003, from four children who said they saw Ferro Rodrigues at locations where sexual abuse was taking place. ...
Rodrigues has said, "I want it to be clear: our fight will be serene but determined and it is and will only be directed at those who are responsible for this defamation, whatever their objective is."

"A doctor who gave hundreds of children mind- numbing drugs after misdiagnosing them with epilepsy was allowed to work on for years despite warnings, it has emerged.

 

Consultant paediatrician Andrew Holton, who had no specialist training in epilepsy, ignored tests showing the youngsters did not suffer the condition and prescribed medication which turned them into 'zombies'.
Concerns about his attitude to patients were raised in 1995, and about his abilities three years later, but he wasn't suspended by Leicester Royal Infirmary until May 2001.
The possibility of subjecting Dr Holton's work to independent scrutiny was raised in 1999, but the hospital decided merely to monitor him themselves.
Yesterday that decision was branded a 'serious error of judgment' by an independent inquiry panel set up by the Department of Health.
Angry parents of children misdiagnosed by Dr Holton accused the University Hospitals of Leicester (UHL) NHS Trust of treating consultants 'like gods'.
Sue Parr of Enderby, Leicester, whose son Peter, 16, was wrongly diagnosed, said: 'I had tears in my eyes as the chief executive of the trust said sorry to us, because it is nothing but a glib word. 'We are angry the previous concerns have been revealed, and appalled they were not acted upon. This shows that consultants are treated like gods and it is believed that they cannot make mistakes.'
Some of the cases Dr Holton diagnosed began with children complaining of headaches or parents concerned about bad behaviour, clumsiness and falling behind at school.
When the children were given the drugs some became violent, others listless and some suffered temporary disabilities which left them in wheelchairs.
Out of 1,948 children, Dr Holton misdiagnosed epilepsy in 618 and wrongly put 500 on high dosages of drugs.
So far 400 families have launched legal action against the UHL NHS Trust, which could cost the Health Service £10million.
Dr Holton, 50, began work at Leicester Royal Infirmary in 1990. Complaints from patients and other paediatricians in the mid to late 1990s continued until his suspension.
One complainant, the inquiry learned, said Dr Holton had an 'abrupt approach, a tendency to rudeness and an apparently dismissive attitude towards parents and carers'.
It also discovered that Dr Alun Elias- Jones, then the hospital's clinical director, received letters from community paediatricians alarmed at Dr Holton's rate of epilepsy diagnosis and the 'unacceptable levels of clinical risk in children' late in 1998.
Dr Holton's own neurology nurse, Ann Brown, had expressed her fears about his methods and the high doses of drugs prescribed in a letter to the clinical director in 2000.
Dr Peter Reading, chief executive of the UHL NHS Trust, accepted that mistakes were made and expressed regret. The Trust is reviewing its complaints procedure.
A spokesman for Epilepsy Action said there were too few experts in childhood epilepsy, adding: 'The situation in Leicester could quite easily have happened elsewhere.'
Solicitors for the families are bringing similar, unrelated claims against Great Ormond Street Hospital in London, and hospitals in Doncaster, Manchester and Warrington.
Dr Holton has left the hospital but is thought to be retraining in another medical field."

Nurse Beverley Gail Allitt..."the Angel of Death"

"Beverley Gail Allitt (born 4 October 1968) is an English serial killer who was convicted of murdering four children, attempting to murder three other children, and causing grievous bodily harm to a further six children. The crimes were committed over a period of 59 days between February and April 1991 in the children's ward at Grantham and Kesteven Hospital, Lincolnshire, where Allitt was employed as a State Enrolled Nurse. She administered large doses of insulin to at least two victims and a large air bubble was found in the body of another, but police were unable to establish how all the attacks were carried out. In May 1993, at Nottingham Crown Court, she received 13 life sentences for the crimes...She is detained at Rampton Secure Hospital in Nottinghamshire.

 

Victims

• Liam Taylor (seven weeks old) – was admitted to the ward for a chest infection and was murdered on 21 February 1991.
• Timothy Hardwick (eleven years old) – a boy with cerebral palsy who was admitted to the ward after having an epileptic seizure. He was murdered on 5 March 1991.
• Kayley Desmond (then one year old) – admitted to the ward for a chest infection. Allitt attempted to murder her on 8 March 1991 but the child was resuscitated and transferred to another hospital, where she recovered.
• Paul Crampton (then five months old) – admitted to the ward for a chest infection on 20 March 1991. Allitt attempted to murder him with an insulin overdose on three occasions the day before he was transferred to another hospital, where he recovered.
• Bradley Gibson (then five years old) – admitted to the ward for pneumonia. He suffered two cardiac arrests on 21 March 1991, due to Allitt's administering insulin overdoses, before he was transferred to another hospital, where he recovered.
• Yik Hung Chan (also known as Henry, then two years old) – admitted to the ward following a fall on 21 March 1991. He suffered an oxygen desaturation attack before he was transferred to another hospital, where he recovered.
• Becky Phillips (two months old) – admitted to the ward for gastroenteritis on 1 April 1991. She was administered an insulin overdose by Allitt and died at home two days later.
• Katie Phillips (then two months old) – Becky's twin was admitted to the ward as a precaution following the death of her sister. She had to be resuscitated twice after unexplained apnoeic episodes (which were later found to be caused by insulin and potassium overdoses). Following the second time that she stopped breathing, she was transferred to another hospital but, by this time, had suffered permanent brain damage, partial paralysis and partial blindness due to oxygen deprivation...
• Claire Peck (fifteen months old) – admitted to the ward following an asthma attack on 22 April 1991. After being put on a ventilator, she was left alone in Allitt's care for a short interval during which time she went into cardiac arrest. She was resuscitated but died after a second episode of cardiac arrest, again following a period when she was left alone with Allitt.

Allitt had attacked thirteen children, four fatally, over a 59 day period before she was brought up on charges for her crimes. It was only following the death of Claire Peck that medical staff became suspicious of the number of cardiac arrests on the children's ward and police were called in. It was found that Allitt was the only nurse on duty for all the attacks on the children and she also had access to the drugs."
